I take the word "processed" as being forced to leave. A player who chooses to transfer because he knows he's never going to play here isn't "processed". If these guys really are "processed", then I'd like for someone to explain why Tyler Love was allowed to occupy a scholarship position for four years. Seems to me that Love is walking proof that even if a guy isn't good enough to play, he isn't going to be forced to leave as long as he does what is expected out of him until he gets his degree.
