Obviously they had no timeout remaining. If stoppage was for injury, shouldn't there be a 10 second runoff then clock started as soon as ball was ready for play? What was going on here?

I suppose they could, but not many ball carriers would have the presence of mind to think of it (and to know when it's too dangerous). RBs could also throw the ball away if they know an outside run is getting blown up but as a general rule holding onto the ball is so ingrained into their heads they just take the TFL.
