Mullens just said that he talked to Chris Jones around 12:30 last night on espnu. Is it not dead period? He said Jones confirmed he was ready for this morning to send in his letter.
From my understanding, players and coaches can speak on the phone.
I think the prospects can contact the coaches, but not the other way around.

Telephone calls from institution coaching staff to recruits are unlimited this week from 7 AM Monday morning until 7 AM on Friday morning. See relevant sections straight from D1 manual below.
188.8.131.52.2 Letter-of-Intent Signing-Date Exception. Institutional coaching staff members (see By- law 184.108.40.206.1) may make unlimited telephone calls to a prospective student-athlete on the initial date for the signing of the National Letter of Intent and during the two days immediately following the initial sign- ing date.
