Sounds like a good idea to me. There are to many government programs out there now that are way to easy to get. Also, people stay on them to long.

I agree with the test but this could cost more than they are saving. If they are willing to follow the true intent I am all for it but if this is a politcal propaganda ploy, ie "No Child Left Behind", then it will fail and cost more than the current system. As someone alluded to earlier what about the family that gets the leftovers, who pays for the kids? Do they remove the kids when the parent test positive? Do they arrest the individual who fails? Are they mandated for drug rehab? Are we going toi build more prisions, employ more people to inact the law, administrate the law (this is government you know). So on and so on. This was attempted in the Georgia Assembly this year but the legislators thought it might need someone else to trial it first.
