Child agricultural labor laws have not been updated in 40 years. In response to some pretty compelling data that shows that children under 16 are far more likley than those 18+ to be involved in fatal farm equipment accidents, the DOL proposed revisions to child labor laws and released the proposal for public comment almost 8 months ago (why is this news now?). As a preliminary matter, the DOL has clearly stated that the revisions to these regulations do not apply to children working on farms owned soley or partially by their parents or guardians, but only to children working for pay for someone else. Secondly, the proposed revision only applies to children 15 and under. In other words, the proposed regulation only applies to children 15 and under working for pay on a farm which is not owned by their parents.
Further, the proposed new law only prohibits a limited list of activities which are grossly mischaracterized by your article. For example, the article suggests that a child employed on a family farm cannot use electronic devices (like a battery power screwdriver). The proposal actually states that if a child under sixteen is going to operate "power-driven equipment" on a non-family farm, that equipment must meet heightened safety standards (i.e. modern rollover equipment, seatbelts, etc.).
I guess I fail to see how a regulation which prohibits paying a 14 year old minimum wage to drive a 1978 tractor without a rollover guard is "liberal."
